Step 1-Open your icon base (mine is from here). Duplicate it and set the duplicated layer to Screen 43%. Then on the first layer, use the Elliptical Marquee Tool (Circle Selector) and select the facial part (focused area that won't be Radial Blurred).
Step 2-Then select inverse (Shift+CTRL+I) and Radial Blur it (Filter >> Blur >> Radial Blur) 28px. Leave the Blur Method as Spin, but change the Quality to Best.
Step 3-So you have the first layer with Radial Blur, but the second one--that was Screened--does not have radial blur.
Now you should duplicate the first layer (that is Radial Blurred) and set it to Luminosity 33%.
Step 4-Duplicate the base again and set it to Screen 63%. Now you will have four layers; three of them have Radial Blur (because two were duplicated after the base was Radial Blurred), and the fourth layer doesn't have Radial Blur. This means your image, right now, will look something like this:

Step 5-Add three small light icon textures, where you can download here. Then set them to Screen 100%. You can place them around as you wish.
Step 6-Now for the Selective Coloring, (Layer >> New Adjustment Layer >> Selective Color...), insert the following:
REDS >> cyan: -100, yellow: +100.
YELLOWS >> cyan: -100, yellow: +100.
NEUTRALS >> cyan: -30.
Step 7-Create another New Adjustment Layer for Selective Coloring:
REDS >> cyan: -100, yellow: +100.
YELLOWS >> cyan: -100, yellow: +100.
NEUTRALS >> cyan: +100, yellow: -10, black: -10.
Step 8-Create another New Adjustment Layer for Selective Coloring:
NEUTRALS >> cyan: +100.
Step 9-Take this icon texture by xSwansIconsx and set it to Color Burn 100%:

My icon now looks like this:

Step 10-This is the last step:
Add on two light icon textures once again from here and set both of them to Screen 100%.
Then download some circle textures that look like this:

and set it to Screen 100%.
