Feathering
Step 1. Open a transparent new file on Photoshop. Select the Marquee tool on the tool bar. Then select the Elliptical Marquee Tool, the circle selector.Step 2. Make a circle with the marquee tool and fill it in with a colour with the Paint Bucket Tool. Then press the marquee tool again to select about 3 pixels inside of the circle you coloured in.
Step 3. Right click Select inverse and then Feather.... The radius should be 5px to start the feathering.Step 4. After it has feathered, you need to feather it again and the select area will still be there so don't deselect just yet. Then the feather radius is 10px this time.

For your great achievement, you can download this .PNG file of my feathered circle and you may use it onto your graphics by using the blending options--overlay, screen, soft light, lighten, etc--in the Layers box as a surprise...:)
