An "official" site
1:
How easy can the visitors navigate from your website? Depending on the usage of the site, the most used navigation is one that has links underneath a subheader/header. If you have a lot of content and way too many links for people to click on and to scroll down, you should have a drop-down menu navigation, or lessen the spaces between the links and headers.

2:
Is your overall look and feel altogether? Do you feel that the layout could have a closer to 80%-100% contrast? (ie. 100% contrast is white and black) If you have yellow against light green, people don't want to read the text since the contrast is very low.
Look at your colours and how pleasant the layout looks together, than see if your eyes hurt a little. Still confused? Look at Yahoo's site. It's rather navy blue or black, against the white background.

3:
If you are having trouble with the look of your banner, use colourization tutorials from Icon Tutorial to help if you want an amazing banner. Banners don't matter much if you don't even have one. Step 2 is more important. Go to the Adobe Photoshop section for help on the look of the layout.

4:
You need keywords for your site to be "official" because this way people will click on your link from any search engine with the right keywords. For more info, go to the hits tutorial from the HTML section.

5:
Do not have flashy things on your site. It may be attracting attention, but the visitors will last for a short time and won't go back to your site. No matter what kind of site you are focusing on, you want your site to be acknowledged and recognized, which means you want more traffic on your site.

6:
Don't add music in the background. Whatever kind of music you may like, you should give the public a choice to listen to it. If you are having an embedded one, make it in pause mode in the beginning. Just think, someone puts music that has swearing and your site has nothing to do with the song, a little kid goes on your site. Anyhow, you want your site to be for all ages [generally when it comes to a graphic site, or a traditional site]. If your site is a mp3 rotation or some sort of music site, you still should give the visitor some of his/her own decision and flexibility to what they might want to listen to or download.

7:
Your site should be compatible in the three main browsers--IE, Mozilla Firefox, and Opera. This way, your site will look consistent to all visitors.

8:
Lastly, you want your visitors to come back to visit. That means you should update at least once a month for any kind of resource site, and update more than twice a month for news and multimedia.
This also means you already need enough content for people to come back to visit you. If you have a lot of information and resources that'll take longer than a few hours to read or download, it means you will have more content for people to enjoy.

And lastly, remember, making a website is for the public's interest, whether it's for information or for chatting, it's for the people's usage.
